I. Call to order

Speaker of the Treasury called to order the Treasury session at 9.30pm today at Simon 113.

 III. Confirmation of Newly Recognized Groups and Category Change Decisions

Treasury voted to confirm SGAC’s decision, which was made over the weekend, to approve 4 new student groups and 4 category change applications. The newly recognized student groups are:

  1. ORGANize: Student Organ Donation Advocates (CAT 2)
  2. Athlete Allies (CAT 3)
  3. Unitarian Universalist Student Association (CAT 3)
  4. WU Coalition for Reproductive Health and Justice (CAT 3)

SGAC also approved the following student groups’ category change applications:

  1. Phi Gamma Nu (CAT 2 to 1)
  2. WU Hip Hop Union (CAT 2 to 1)
  3. Campus Outreach (CAT 3 to 2)
  4. WU China Connection (CAT 3 to 2)

Treasury confirmed all eight decisions by a unanimous vote (19 in favor, 1 were not present at the time of voting.)

IV. Appeals

Due to SU Policy preventing students providing professional services from being paid out of any account other than fundraising, Treasury is unable to approve the $2,000 production cost charged by Emma Kane & Associates. A motion was passed to table the appeal to allow TEDx Wash U more time to source for other production cost quotes.

Comments:
CSA did not attend Alcohol Event Training even though they planned to have alcohol at the event. Therefore, Treasury is not allowed to fund the event.

 

Student Group: Suspicious of Whistlers

Comments:
The appeal included a $72.50 tax fee, which was taken out since Wash U is a tax-free entity and student groups do not have to pay taxes.

 VI. Open Forum

Hunter asked if Speaker of the Treasury should allow a poorly composed appeal reach Treasury.

 

Kenneth answered that Speaker of the Treasury should not be allowed to stop any appeals by a SU-recognized student group from reaching Treasury and cautioned against interfering with student groups’ rights to appeal before Treasury.

 

Treasury representatives discussed the need to adhere to Budget Committee’s allocation rule, specifically with regard to banquet events, in Treasury.

 

Lisa reiterated her view that there is an increase in the frequency of which Budget Committee is mentioned during Treasury sessions.

 

Kenneth agreed, adding that Budget Committee should only be mentioned if the appeal is a product of Budget Committee’s allocations. Even so, representatives on Budget Committee only need to talk about the background of the appeal. There is no need to go into Budget Committee’s allocation mechanisms and expect that Treasury follows the same mechanism.

 

 VII. Adjournment

Speaker of the Treasury adjourned the meeting at 12.31.
